How to challenge a TfL PCN

TfL issues PCNs for several London road-user charging and red-route enforcement schemes. The notice tells you the specific contravention, deadline and representation route that applies.

Important: deadlines and procedures depend on the type of notice and its stage. Always read the notice itself and follow the instructions and dates printed on it. PCNRescue is a self-help document service, not a law firm.

Start with the exact TfL scheme on the notice

A TfL PCN may relate to a red route, Congestion Charge, Low Emission Zone, ULEZ or another road-user charging scheme. Do not copy an argument from a different scheme without checking that it applies to your notice.

Representations must address the notice you received

TfL states that a person who believes a PCN was issued incorrectly can make a representation online or in writing. The PCN itself includes information about how to make the representation and the time available. Use the PCN number, vehicle registration and the evidence that directly supports your account.

Check dates before deciding whether to pay or challenge

Many TfL penalty processes use a 28-day representation period, while discounted payment periods can be shorter. The exact date printed on the notice is more important than a generic online summary because service rules and individual schemes can differ.

If TfL rejects the representation

A rejection normally explains whether and how you can appeal to an independent adjudicator at London Tribunals. Tribunal appeal is a later stage: you generally make representations to TfL first and appeal after receiving a Notice of Rejection.

Evidence that can matter

Depending on the allegation, evidence may include payment confirmations, account records, photographs, vehicle documents, proof of sale, exemption or discount records, signage/location evidence, and correspondence with TfL. Keep originals and submit copies or digital evidence through the route specified by TfL.
